As RM3P continues its transition from program development to long-term operations, several significant leadership changes have taken place across the program’s governance structure. These transitions reflect both continuity and renewal, ensuring the program remains well-positioned to advance its mission of improving regional mobility through data, technology, and collaboration.
Honoring Cathy McGhee’s Legacy
Earlier this year, RM3P celebrated the retirement of Cathy McGhee, VDOT Chief Deputy Commissioner and longtime RM3P Program Principal and Executive Committee (EC) Chair.
Since RM3P’s inception in 2019, Cathy has played an instrumental role in shaping the program’s vision and guiding its development. She helped guide RM3P through every major phase—from planning and procurement to deployment and operations—while fostering collaboration among transportation agencies, regional partners, and stakeholders. Her leadership helped translate strategic goals into actionable plans and ensured RM3P remained aligned with the broader transportation priorities across the Commonwealth.
As RM3P looks toward the future, the RM3P Management Team extends its sincere appreciation for Cathy’s years of service, leadership, and commitment to innovation.
Kevin Gregg Temporarily Assumes Program Leadership
Following Cathy’s retirement, Kevin Gregg, VDOT Chief of Maintenance and Operations, has temporarily assumed the role of RM3P Program Principal and Chair of the Executive Committee. Kevin has been deeply involved with RM3P since its earliest days. As a founding member of the Executive Committee and Chair of the AI-DSS Steering Committee, he has helped guide many of the program’s most significant initiatives.
Recognizing Bob Osmond’s Contributions
The RM3P Management Team recognizes the contributions of Bob Osmond, a founding member of the RM3P Executive Committee, and a longtime advocate for innovation in transportation technology.
While Bob transitioned from VDOT to the Virginia Information Technologies Agency (VITA) in 2022, he continued serving as an ex-officio member of the Executive Committee, providing valuable guidance and institutional knowledge. Throughout RM3P’s development, Bob helped champion data-driven solutions and cross-agency collaboration, while also providing leadership in the scoping and negotiation of the DEP contract, efforts that have become hallmarks of the program.
In April 2026, Bob was selected to serve as Delaware’s next Chief Information Officer (CIO), following his successful service as CIO for the Commonwealth of Virginia. RM3P congratulates Bob on this exciting next chapter and thanks him for his many contributions to the program.
Welcoming Greg Henion to the Executive Committee
The Executive Committee welcomed Greg Henion, Fredericksburg District Engineer for VDOT, who joined the committee following Marcie Parker’s transition into a new role within the agency.
Greg brings extensive experience in transportation operations, infrastructure management, and district leadership. His perspective will help ensure RM3P continues benefitting from strong operational insights and regional representation. His appointment reflects RM3P’s ongoing commitment to bringing diverse expertise and real-world transportation experience into program leadership discussions.

While leadership transitions mark the end of one chapter and the beginning of another, RM3P’s mission remains unchanged. The program continues to focus on delivering innovative mobility solutions, strengthening regional partnerships, and preparing its program elements for long-term sustainability.
With experienced leaders stepping into new roles and the continued leadership of its Executive Committee, RM3P remains well-positioned to build on the strong foundation established over the past six years and to advance transportation innovation across the region.
