An independent evaluation of RM3P is being led by the Virginia Transportation Research Council (VTRC), under the guidance and direction of the RM3P Evaluation Committee. The Evaluation Committee includes representatives from VDOT, DRPT, NVTA, the Fredericksburg Area Metropolitan Planning Organization (FAMPO), and the Federal Highway Administration (FHWA). The evaluation activities are being carried out by Kimley-Horn and Associates.

The purpose of the evaluation is to assess RM3P’s effectiveness in achieving its goals, notably to enhance transportation efficiency, improve safety, and leverage innovative technologies to address regional mobility challenges. The evaluation aims to provide actionable insights into the program’s impact and guide future development and implementation strategies.

To date, an Amplified Evaluation Plan has been prepared and approved by the Committee. The Plan specifies the methodology and schedule for assessing RM3P in its totality and across each program element. A preliminary report detailing out the first, iterative round of RM3P evaluation will be completed shortly.
