The procurement juggernaut is in full throttle on three RM3P program elements: AI-Based Decision Support System, Dynamic Incentivization, and Commuter Parking Information System.

VDOT released two Requests for Qualifications (RFQs) in September 2021—one for an Artificial Intelligence-Based Decision Support System (AI-DSS) for Enhancing Transportation Incident Management, and the other for a Multi-Modal Mobility Enhancement via Dynamic Incentivization (DI). Both RFQ documents invited respondents, in 20 pages or less, to summarize their technical and management approaches to these important projects, identify the team members who will perform the work, and highlight relevant experience and capabilities. The volume of responses to both RFQ documents was tremendous.

The procurement evaluation panels, which include RM3P partner representatives from outside VDOT, have thoroughly reviewed and evaluated the RFQ responses. Those offerors whose RFQ submissions were scored highest are invited to respond to the comprehensive Request for Proposal (RFP) packages. The RFPs for DSS and DI are tentatively scheduled to be released in December and January, respectively. Only those vendors pre-qualified through the RFQ process may respond.

An RFP for the Commuter Parking Information System (CPIS) is also being prepared. This procurement will bypass the RFQ process and move directly to the RFP stage. The RFP, which is entitled Smart Parking Insight: Multi-Modal Commuter Linkage, is also scheduled for release in January 2022. The commuter parking solicitation will be open to all vendors.

Award of all three procurements is currently expected in Spring 2022.
