Work on the RM3P initiative continues at a rapid pace into 2021. The team has engaged extensively with public agency and industry stakeholders, gleaning new insights into the emerging RM3P technologies and the procurement paths forward. During this period, the RM3P solutioning process has progressed methodically from scoping (identifying the technologies to be deployed), to needs & features (describing essential characteristics of the technologies), to requirements (defining what the technologies must be capable of accomplishing). Solutioning is now transitioning to procurement, beginning with the preparation of statements-of-work and solicitation packages.

The procurement preparation is well underway, with activities progressing for nearly all RM3P program elements. The immediate focus is on two projects—the AI-Based Decision Support System (AI-DSS) and Dynamic Incentivization (DI)—and on the steps necessary to receive approval from the Virginia Information Technologies Agency (VITA), procure the appropriate contractor teams and begin systems development. The target in both projects is to release the requests for proposal (RFPs) later this year.

Solicitation of the Commuter Parking Information System (CPIS) is expected to follow the release of the AI-DSS and DI RFPs by several months. In contrast, the procurement strategy for the Multi-Modal Analytical Planner (MMAP) has been temporarily paused out of concern that COVID-19 travel patterns are not sufficiently stable to allow preparations for MMAP to continue forward at this time. The hope is that planning for MMAP can resume later this year, with the procurement process getting underway in early 2022. VDOT will have an announcement on the plans for developing and deploying the Data-Exchange Platform (DEP) within the next several months.
